5. Narendra Modi
Narendra Modi is second non congress leader who is near to complete full 5 year tenure and he is the first non congressi leader who get full majority to form the government in center.
He was rules more than 15 years as CM of Gujarat, but unfortunately in his tenure India saw godhra riots.
But after becoming prime minister he took many strong decisions, like demonstration and GST, and he also trying to make global relation.
4. Atal Bihari Vajpayee
Vajpayee was the first non-Congress PM to complete at full tenure, which marked an important landmark in Indian politics. His failure to do anything as Gujarat burned is a negative mark against him.
But Vajpayee will remamber for proud victory of Kargil war, and he took India to became openly nuclear power. But The irony is, the BJP’s proud claim of India Shining boomeranged on it in the 2004 elections.
3. Rajiv Gandhi
Rajiv Gandhi was the first leader who took India into the 21st century. His contribution in triggering the country’s IT and communications revolution was markable but sadly he has not got the credit it deserved. He took many worthy initiatives, like panchayati raj, open market for four wheeler factories, computers and economic liberalization. His tragically early death left many wondering what might have been.

Due to Jawahar Lal Nehru’s decision India suffered heavily because of his misplaced sense of idealism over Kashmir.
